1 pkg. red jello (4 serving size) 1 pkg. blue jello (4 serving size) 1 c. sugar, divided 2 c. boiling water, divided 4 c. ice water, divided Cool Whip Mix 1 pkg. (4 serving size) red jello and 1/2 c. sugar in a bowl. In a separate bowl, repeat with 1 pkg. blue jello 1/2 c. sugar. Stir 1 c. boiling water into each until dissolved. Add 2 c. ice water to each bowl. Pour about 1/4 c. red jello into 16 5 oz. paper cups. Freeze one hour. Refrigerate bowl of blue jello one hour. Place thawed Cool Whip over red jello in cups. Top with blue jello. Freeze 1 hour or until almost firm. Insert wooden popsicle sticks. Freeze. Place bottom of cup under warm running water for 15 seconds. Press firmly on bottom to release.
